Todd Shoulberg provides direction and leadership to the daily operations of ClearStar’s Medical Review Office. He is responsible for keeping all drug testing clients in compliance with state, federal, and local regulations, and identifies new testing methods and products for clients to utilize in their drug testing programs.
Nicolas Dufour advises ClearStar’s management team on all legal matters, issues, and risks impacting the organization. He provides legal guidance, legal management, and operating standards related to business, state and federal laws, regulatory, and legal strategic matters. Nicolas has more than fifteen years of legal experience in the background screening industry.
Tressa Fullard focuses on ClearStar’s continued operational excellence and compliance while enhancing efficiency and the customer experience. In addition to this role, she serves as Chair of the PBSA® Volunteer Program Advisory Group, is on the conference planning committee for PBSA® Europe, and has received the FCRA Advanced Certificate from the PBSA®.
ClearStar Speaking at PBSA® 2025 Mid-Year Conference
Tressa Fullard will participate in a group discussion at the conference titled “Disrupt! To Provoke Screening Industry Thoughts And Ideas” in Arlington Salon 2 from 10:15 AM to 11:00 AM EDT on Monday, March 24th, 2025. The panel will share unique thoughts and ideas on a variety of topics touching business, compliance, operations, and the future of background screening.
The group discussion “is presented with the sole intention to get the audience to think outside of the current norms. Some content may gain gasps, and some items will leave room for plenty of debate. The presenters are not attempting to sell any ideas, but they hope to generate expanded thinking,” according to a description of the session on the event website.
ClearStar is Accredited by PBSA® for Background Screening
In November 2023, the PBSA® Background Screening Credentialing Council (BSCC) announced that ClearStar had successfully demonstrated continued compliance with the Background Screening Organization Accreditation Program (BSOAP) and was recognized as PBSA®-Accredited, an accreditation status that ClearStar has maintained since 2012.

To become PBSA® Accredited, background screening organizations must pass a rigorous audit conducted by an independent auditing firm of its policies and procedures as they relate to six critical areas of Information Security, Legal and Compliance, Client Education, Researcher and Data Standards, Verification Services Standards, and Business Practices.
Founded as a non-profit trade association in 2003, the PBSA® was established to represent the interest of companies offering background screening services and to promote a high level of ethics and performance standards for the background screening industry.
